Who we are, what we do and for what purpose
We are the Association of Latin American Electricity Distributors, a non-profit organization created in 2021 with an eye on the present and the future of the sector.
Our members define the Association’s strategy to consolidate the role of DSOs in the energy transition and face the challenges of climate change together.
A great team of professionals executes daily the actions that consolidate us in Latin America and in the world.

Ilídio Coutinho
President of ADELAT
He is an economist with 30 years of experience in key sectors of the Brazilian economy. Over the past 19 years, he has built a distinguished career in the electric power sector, particularly in distribution and transmission. He has worked within the CPFL Energia, EDP, and Equatorial Energia groups and currently serves as a member of the Enel Brasil team.
Throughout his professional career, he has led projects with significant regulatory and economic impact, focused on service quality, operational efficiency, and financial sustainability. He has expertise in regulatory governance, risk management, sector compliance, and institutional advocacy, engaging with public and private entities as well as industry associations.
Horacio Nadra
Vice President of ADELAT
Electrical engineer with more than 25 years of experience in the Argentine electrical sector. He has spent his entire professional career at Empresa de Distribución Eléctrica de Tucumán (EDET), where he is currently the General Manager. He is also a member of the Steering Commission of the Argentine CIER Committee. From 2016 to 2023, he held the position of President of the Asociación de Distribuidores de Energía Eléctrica de la República Argentina (ADEERA) and he is now 1st Vice President.
Lívia Nicotra
Secretary
Nívia holds a Bachelor’s degree in Economics from the Federal University of Juiz de Fora (UFJF), a Master’s in Metrology for Innovation and Quality with a focus on Smart Energy Grids from PUC-Rio, an MBA in Financial Management, Auditing, and Control from FGV, and a postgraduate degree in Computational Statistical Methods from UFJF.
She has built a strong career in the Brazilian energy sector, working as a regulatory affairs specialist for leading organizations and companies, including CCEE (Chamber of Electric Energy Commercialization), Light, Neoenergia, Enel Brasil (Ampla), and Energisa.
Nívia also brings experience in sector associations such as APINE and has contributed to EPE working groups on the energy market. Her technical expertise encompasses econometric modeling for demand forecasting and regulatory risk management across the generation, transmission, distribution, and commercialization segments.
Patricio Molina
Treasurer
He has more than 24 years of experience in the electrical sector. He worked in companies such as Compañía General de Electricidad SA (CGE), Empresa Eléctrica EMEC S.A. (EMEC) and Compañía Nacional de Fuerza Eléctrica SA (CONAFE); and in public organizations such as the Superintendencia de Electricidad y Combustibles (SEC) and the Comisión Nacional de Energía (CNE), which has given him solid technical and economic knowledge in various topics related to the electric sector (Generation - Transmission – Distribution). Currently, he is the Manager of the Federación Nacional de Cooperativas Eléctricas Ltda. (FENACOPEL) where he leads electrical cooperatives in various issues of the electrical and cooperative sector.
Mónica Cataldo
General Manager of the Enel Distribución Company in Peru
Electrical Engineer from the University of Bari, Italy. She has a master's degree in Electrical Engineering from the Polytechnic of Bari. She has held the position of General Manager of Enel Distribución Perú since 2021. Likewise, she has served as Head of Enel Grids Perú since the same year. She has served the Enel Group since 2002, serving, among other positions, as Assistant Manager of Commercial Operations at Enel Romania (2018-2021), as well as Head of the Venice area at Enel Distribución S.p.A. Italy (2016-2018), Head of network development for the territorial distribution of Tuscany and Umbria in Italy (2013-2016), Head of energy measurement and transmission for the territorial distribution of Puglia and Basilicata in Italy (2008-2013) and Head of planning and management of the Bari area (2006-2008).
Patricio Quituisaca
Head of the Quality Department at Centrosur
He is an Electrical Engineer graduated from the University of Cuenca, Ecuador (2001), with a Master's Degree in Electrical Power Systems from the same university (2011) and a Ph.D. Degree in Electrical Engineering from São Paulo State University, UNESP, Brazil (2022). He is a Senior Member of IEEE-PES and a "Principal 1" researcher of Senescyt from the Republic of Ecuador. He has experience in Electrical Engineering, with emphasis on Planning and Operation of Electrical Distribution Systems. He has special interest in the following fields: interoperability; smart grids; grid edge computing; spatial load forecasting; modeling, simulation, and optimization with planning tools; integration of distributed energy resources and microgrids; planning, power quality, reliability, and automation of electrical distribution networks; spatial data analytics and artificial intelligence.

She is an industrial psychologist from Rafael Landívar University; additionally, she is a multidimensional coach and has experience in culture, change, and transformation processes, as well as organizational leadership. Her professional background in multinational companies has allowed her to contribute as a strategic partner in organizations committed to unlocking the potential of their human capital, through the activation of knowledge, skills, and attitudes that promote environments aligned with business goals."
Víctor Tavera Olivos
General Manager of Enel Distribution Chile
Electrical Civil Engineer from the Federico Santa María Technical University. He has more than twenty years of experience in the energy sector. In 2005 he joined Enel Distribución Chile where he worked in the areas of Regulation, Energy Marketing, Commercial Operations and Customer Service. In 2013 he assumed the position of commercial manager Chile, Peru and Colombia at Enel Green Power. In 2017, he took over the management of Mercado Chile at Enel Distribución. In 2022, he took over as general manager of Enel Distribución.
Edgardo Volosin
CEO of Edenor and President of ADEERA
He developed his professional career fulfilling various leadership roles in significant companies and, since June 2023, he is the president of the Association of Electrical Energy Distributors of the Argentine Republic (Adeera), an organization with which he has been associated for many years. Currently, he is the Chief Executive Officer of Edenor, where he worked for over 30 years in various positions.
His focus today is on supporting the energy transition that Argentina needs to have a modern energy distribution system that reaches the entire country with the same quality of service.
Angelo Vargas
Head of the Distribution and Commercialization Division of Grupo ICE
He is an electromechanical engineer, began his professional experience as an industrial maintenance engineer in the private sector and, since 2012, has served as a postgraduate professor at the Instituto Tecnológico de Costa Rica (ITCR) and the School of Electromechanical Engineering, specializing in Maintenance Management and Energy Administration.
He has 17 years of professional career at the Instituto Costarricense de Electricidad and extensive experience in leading effective work teams in mechanical, electromechanical, energy, Project Management, Maintenance Management, Energy Management, Asset Management, operational, and tactical engineering areas, including network development and operation.

He has a global experience of more than 25 years in Enel Group, mainly in Power Generation (both Thermal and Renewable energies), Energy Management and Power Grids. He has worked in Italy, Spain, Chile, and Argentina.
In the last ten years he gained a strong experience as General Manager of Enel Group generation companies in Chile and distribution company in Argentina.
Mauro Pertini
Regulatory Engineering and Tariffs at EDEA S.A.
Industrial engineer, dedicated to the management of regulatory standards in matters of electric energy and the wholesale electricity market.
He was a representative of multiple organizations in the sector, such as the Regional Electric Forum of Buenos Aires (FREBA) and the Association of Electric Companies of the Argentine Republic (Adeera).
Rodrigo Santander
Legal and Regulatory Head of EDESA S.A.
He is a lawyer, specialist in Damages and Administrative Law, with more than ten years of experience in the electric power distribution segment. He has an Advanced Certification in Energy Future issued by the Technological Institute of Buenos Aires (ITBA). He developed his professional career at the Electricity Distribution Company of Salta (EDESA), a company that is part of the DESA group. He is currently the Legal and Regulatory Head of EDESA and also participates in Adeera Joven Program.
Byron Patricio Vásconez
Manager of Corporate Strategy and Planning at EPM Guatemala
Economist with a Master degree in Economics from Universidad Carlos III, Madrid, an EMBA from the IDE Business School and a Ph.D. in Management from Maastricht University in the Netherlands, in conjunction with CENTRUM PUCP of Peru.
He has experience in various management positions in private companies, and has also been an international consultant on regulation, public economy and taxes issues and a professor at several universities of the region.
He currently works as Manager of Corporate Strategy and Planning at EPM Guatemala, a business group that includes Empresa Eléctrica de Guatemala S.A. (EEGSA), one of the main energy distributors of the country.
Claudia Tomasino
Legal and Regulatory Manager at Delsur S.A.
Lawyer and Public Notary with strong expertise in a variety of areas including corporate, constitutional and administrative law, energy regulation in national and regional market, social responsibility, compliance officer, collective bargaining negotiations, mergers and acquisitions, arbitrations, among others.
She was included in the individual General Counsel Power List for Central America (November 2018) as one of the top 100 in-house lawyers of the region who are innovating and achieving great results for their businesses.
In November 2019 the General Counsel Power List for Central America also recognized DELSUR's corporate Legal Team led by Claudia Tomasino.

Alessandra Amaral
Executive President
Alessandra Amaral has a degree in Economics from the Federal University of Rio do Janeiro, with a Master's degree in Industrial Engineering with an emphasis in Finance from PUC/RJ and an MBA in Business Management from the Dom Cabral Foundation and another in Marketing from COPPEAD/UFRJ.
She is from Rio and has more than 30 years of experience as an executive in large corporations such as Light and Grupo Energisa. As a consultant at GESEL (Grupo de Estudos do Setor Elétrico)-UFRJ, she focused on consulting and research projects in the areas of Regulation, Concession Renewal, Storage System and Green Hydrogen.
During her professional career she was a director of ONS (Operador Nacional do Sistema), Norte Energia, ABRADEE (Associação das Distribuidoras de Energia Elétrica), APINE (Associação dos Produtores Independentes de Energia), ABRACEEL (Associação Brasileira dos Comercializadores de Energia) and member of the Energy Council of ACRJ (Associação Comercial do Rio de Janeiro) and the Electrical Energy Council of FIRJAN (Federação das Indústrias do RJ).

Knowledge and Strategy Director
Roberto Cajamarca is Colombian and has more than 15 years of experience in business associations and public and private sector organizations. His career in the energy sector has focused on regulatory and institutional aspects of the electricity industry, from entities such as the Superintendence of Public Services of Colombia, the Colombian Association of Large Energy Consumers-Asoenergía and, more recently, from the Group In it. He has also been a consultant on energy market development and knowledge management projects for the Mercantile Exchange and the Colombian Stock Exchange. He has studies in Economics and a Master's Degree in Economic Sciences at the National University of Colombia.
Joaquín Lazo Sánchez

Joaquín Lazo is a PhD candidate in Engineering Sciences at the Pontificia Universidad Católica de Chile. His work focuses on the techno-economic evaluation of emerging energy technologies, such as green hydrogen, storage, and distributed generation, using real options and regulatory modeling to support evidence-based public policies. He has collaborated with institutions like ARIAE and EIRE, published in high-impact scientific journals, and participated in regulatory reform processes, aiming to drive the energy transition in developing countries.

Michael Molina is Colombian and brings over 13 years of experience in business development, strategic partnerships, and commercial management across the energy, industrial, and specialized services sectors. His professional focus has been on strengthening corporate alliances, driving commercial growth, and enhancing institutional positioning across Latin American markets.
He has worked with companies in the energy and oil & gas industries, leading business development initiatives, managing relationships with corporate clients, and creating strategic opportunities for regional projects.
Michael also has extensive experience coordinating strategic events, fostering corporate networking, and facilitating collaboration among utilities, technology providers, and key stakeholders in the regional electricity sector.
